I see 2 payments set up for the same date under the same payee. Doesn't the second payment request overwrite the first request for the same 'Payment Date'?

No.
To change the amount of a payment, click on the "Edit" icon located on the far, right-hand side on the payment line. If you have inadvertently added more than one payment scheduled for the same business day, delete one of the payments by clicking on the "Delete" icon and update the remaining payment to the amount needed.
Important Note: If the payments are left as-is, more than one payment will be sent on the same business day.
